Has anyone experienced this situation ,where your experience grows but your knowledge levels remains same due to repeated tasks or
"not much to do" projects?
That is exactly the issue I faced recently and one of my main motivations for being active on SCN. I had learned the theory of a new product and performed some minimal support but then I lost access to my system. I was still working (which is great) but doing less SAP systems work. I managed to retain (and improve) my knowledge by reading every post people wrote and trying to come up with the solution. It became harder without a system but it always got me thinking
You may feel that you are not learning anything new but it seems that everyone role you mention you are doing something different. Right now, with SAP BW authorisations you can branch out a bit for general authorisations (self teach).
The language barrier might be hard but that is only short term. I respect you can do that. English is my only language and I still struggle to even say hello in another language. Your German will continue to improve as you use it. But you have called out a challenge with client communication. Perhaps you might have a colleague at work who you can practice technical communication with (the type of conversation with your friends might be different). Alternatively, can you ask your manager to allow you to shadow a colleague who meets with the client so you can get more exposure to the language?
When it does come to job adds, recruiters put up a wishlist of skills. BW is not my area so I can't comment on what a person with 4 years experience should have. However, quite frequently they list every bit of skill they have heard and hope someone meets it. If you are confident put in an application and the worse that can happen is not get an interview. Focus on your strenths.
Moving forward is all about not giving up, continuing to work hard, keep your eyes open for the opportunity and try. Don't worry about the 4 years or x number of implementations. Focus on learning something new each day to increase your confidence.
