As per the upgrading for 9.0x to 10 procedure "There are three ways to load the Master data file into your database.but first down load the TFU10bbb.PKG from the BSI 10 Portal. Use the Database load tool to first load the Tax masterfile. Open the desired *.PKG file and select display files the seledt the tf.xml file.
