I am not sure- why your business create single purchase order with value 1 crore for a project with account assignment A( Asset) by  having just one quantity!

Now your vendor provides  first delivery of material with value 1 lakh WRT your purchase order. As purchase order created and goods receipt need to be done, now you can try do GR for purchase order with quantity 0.01 with value 1 lakh.

NOTE:

100 Lakhs = 1 Crore
