Issue in Locking Planning area

Hi Everyone,

I am getting issue in the report which i have created to lock and unlock planning area, Its working fine when I am executing the lock option it is locking planning area but when i am getting out of the report selection screen lock is released,  this should not have to happen until and unless we unlock the planning area,

and this report will not have to lock background users, So how can it should not lock for background users,

Any one has face this issue,
