Able to access se11 but not able to access se13. How to give authorization to access se13 also?

Hi All,

I have created some user ids for training purpose. But the people there are able to access SE11 tcode but not able to access SE13 tcode. The error line is showing " you don't have authorization to access SE13 tcode". So, they are not able to perform technical settings. KIndly guide me how to provide them proper authorization to access SE13 also.
